The Grand Jury commends the District Attorney, the Assistant District Attorneys and their staff for the professional manner in which they presented the indictments and Special Presentments to the Grand Jury
Additionally, we thank the Albany Police Department, the Dougherty County Police Department, the Sheriff`s Department, the Albany- Dougherty County Drug Unit particularly officer, George Camp who met with us on Drug related issues, and other special employees for their hard work and concern for the citizens of Albany and Dougherty County. Additionally, this Grand Jury appreciates the attentiveness and help of our bailiffs, Deputy Walter Jinks and Deputy Barbara Shultz.
We commend Sheriff Jamil Saba for allowing us to tour the Dougherty County Jail Facility and for the hospitality we were shown from the exceptional staff, including the delicious lunch that was prepared for us. The tour was enlightening as well as educational for the members of the Grand Jury.
The Grand Jury wishes to thank Gregory W. Edwards and Kenneth B. Hodges, II for their time and expertise in training us in the Grand Jury process.
The Grand Jury was presented with 145 indictments, 144 were retur ned as True Bills and there was 1 No Bill; an additional 23 were filed by the District Attorney for accusation.
The Grand Jury makes the following recommendations:
· We recommend that all ap propriate agencies engage in addressing gangs, drugs, and domestic violence in a man ner that focuses on:
1. Prevention - Where all governmental agencies work together in a coordinated manner with civic, service, and faith based organizations to educate and guide our youth away from these lifest yles;
2. Intervention - Law enfor cement agencies working together in appropriate coordinated task forces to swiftly deal with offenders involved in these types of crimes;
3. Reentry - Mindful that most offenders will return to society, appropriate means must be coordinated to assure that are counseled, educated, and reoriented to not re offend and to become productive citizens in our community.
· We recommend that a follow-up procedure be in place to track or monitor students who are placed by the courts in classes to get their GED. When students do not make a sincere effort to earn and obtain a GED they distract or hinder others wor king toward their GED, and hold slots from others who are in need of and want to take advantage of this program.
· We recommend that agencies work to combat teen pregnancy and spread of STD`s.
· We recommend an increase in funding for the Albany Dougherty Drug Unit so that additional staff can be hired
· We recommend that there be a feasibility study on the purchase of an incinerator for use in the disposal of drugs by the Albany Dougherty Drug Unit and by the com munity for the destruction of expired and unused pres cription drugs.
· We recommend that law enforcement agencies of the City of Albany and Dougherty County enforce the Noise Ordinance specifically ad dressing vehicle audio systems and loud music.
· We fully continue to support efforts regarding the removal of dilapidated and abandoned buildings in an effort to help curtail drug activities
· We recommend continued support from Albany and Dougherty County for the Neighborhood Watch Program
